Reservation for the Persons with Disabilities in PDA Enclave Dhuri Freehold Residential Plots Scheme

The Patiala Urban Planning and Development Authority (PDA) had launched a 210 freehold residential plots scheme (PDA Scheme Code PDA Enclave Dhuri) in PDA Enclave, Dhuri (District Sangrur) in Punjab on June 03, 2015.
As per Punjab Government’s current reservation policy, 3% of the total number of plots in 150 square yards, 200 square yards, 250 square yards, 300 square yards, 325 square yards, 400 square yards, and 450 square yards plots category are reserved for the persons with disabilities in the PDA Enclave Dhuri plots scheme.
Accordingly, the Patiala Urban Planning and Development Authority had reserved 7 plots for the disabled persons in PDA Enclave Dhuri freehold residential plots scheme.

150 Square Yards = 1 Residential Plot
200 Square Yards = 1 Residential Plot
250 Square Yards = 1 Residential Plot
300 Square Yards = 1 Residential Plot
325 Square Yards = 1 Residential Plot
350 Square Yards = 0 Residential Plot
400 Square Yards = 1 Residential Plot
450 Square Yards = 1 Residential Plot
Total Plots Available for the Persons with Disabilities = 7 Residential Plots
All such residential plots reserved for the persons with disabilities, if remain un-allotted for the want of sufficient number of application or otherwise, then such un-allotted plots shall be re-advertised under the same scheme or Urban Estate for a second time, calling applications from such eligible disabled persons in accordance with this policy. In case, any number of plots, which were re-advertised still remains un-allotted for the want of applications or otherwise, then the said plots shall be transferred to the general category.
For the applicants applying under the physically handicapped quota (Disabled Persons Category), there will be a rebate of 5% on the total price of a plot. However, the Earnest Money Deposit for them shall be the same as others.
Allotment of a residential plot in the PDA Enclave Dhuri scheme to a person with disabilities will be subject to fulfillment of the applicable eligibility terms and conditions.
Eligibility Conditions for the Disabled Persons for PDA Enclave Dhuri Plots Scheme
The applicant under persons with disabilities category must be a resident of Punjab only as defined by State Government or has been residing in Punjab for the last five years.
The applicant under persons with disabilities category must not have availed benefit of allotment of an apartment, flat, built-up house, or a residential plot under any reserved category in any scheme of any Government agency anywhere in the Punjab state.
Eligibility Criteria for Persons with Disabilities
Under Section 2 (i) the persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation Act, 1995), the persons suffering from following illnesses are included:
(i) Blindness (Category Code: D2)
(ii) Low Vision (Category Code: D2)
(iii) Leprosy Cured (Category Code: D1)
(iv) Hearing Impairment (Category Code: D3)
(v) Locomotor Disability (Category Code: D1)
(vi) Mental Retardation (Category Code: D1)
(vii) Mental Illness (Category Code: D1)
The eligibility for above categories is as under:
Blindness:
“Blindness” refers to a condition where a person suffers from any of the following conditions, namely:
(a) Total absence of sight.
(b) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses; or
(c) Limitation of the field of vision subtending an angle of 20 degree or worse.
Low Vision
“Person with low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses of is potentially capable of using visions for the planning or executor of a task with appropriate assistive device.
Leprosy Cured
“Leprosy cured person” means any person who has been cured of leprosy but is suffering from:
(a) Loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifests deformity.
(b) Manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity.
(c) Extreme physical deformity as well as advanced age, which prevents him from undertaking any gainful occupation and the expression “leprosy cured” shall be construed accordingly.
Hearing Impairment
“Hearing impairment” means loss of sixty decibels or more in the better ear in the conversational range of frequencies.
Locomotor Disability
“Locomotor disability” means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.
Mental Retardation
“Mental retardation” means a condition of arrested or incomplete development of mind of a person, which is specially characterized by subnormality of intelligence.
Mental Illness
“Mental illness” means any mental disorder other than mental retardation.
Eligibility Certificate for the Disabled Persons for PDA Enclave Dhuri Plots Scheme
In case of persons with disabilities, a valid certificate issued by the Competent Authority (Civil Surgeon of the District) is required.
Affidavit to be Submitted by the Persons with Disabilities Category Applicants
All the persons with disabilities will have to submit an affidavit on a non-judicial stamp paper of Rs. 25, attested by the Executive Magistrate or Notary Public (as per the specimen format given).
